Cirilo F. Cruz-Tejeda, Esq.

Cirilo Cruz brings to LGA Strategies an extraordinary experience of more than fifteen years in government and corporate relations. For seven years, he served as Chief of Staff for the Judiciary and Internal Affairs Committees, and as the Speaker’s Legal and Legislative Counsel for the House of Representatives for the Commonwealth of Puerto Rico.

Cruz-Tejeda is a renown lobbying expert representing numerous multinational and Fortune 500 corporations, drawing on his experience in: state and federal legislative affairs, grassroots management, coalition building and strategic communications. He excelled as Vice-president of Legal and Legislative Affairs for the Puerto Rico Chamber of Commerce for four years, where he effectively represented and advocated in favor of multiple business sectors. He later joined SDA Global, a public affairs company.

Mr. Cruz earned a B.A. in Business Administration from the University of Puerto Rico, followed by a Juris Doctor from the Inter American University of Puerto Rico, School of Law. He has been a professor of Legislative Process at graduate level. Currently, Mr. Cruz is among the handful of attorneys authorized by the Puerto Rico Supreme Court to offer legislative process seminars under Continuing Legal Education Programs.


Esteban A. López-Rosado, Esq.

Esteban brings to LGA Strategies a solid background in federal and state public, governmental and legislative affairs, providing strategic client counsel and senior level advocacy. López-Rosado is a seasoned strategist in grassroots management and coalition building, with extensive experience in creating and executing lobbying and public affairs strategies on high profile issues.

Mr. López-Rosado has been a key player on all major tax issues taken up by the legislature during the last nine years. He has a proven track record implementing aggressive strategies to prevent legislative offensives against his clients. He has also successfully represented various municipalities securing federal funds during the last decade.

Prior to joining the firm, Mr. López-Rosado served as a congressional legislative aide in the U.S. House of Representatives and in the Senate of Puerto Rico’s committees on International and Federal Affairs, and Banking and Consumer Affairs. He holds a B.A. in Public Administration and a Juris Doctor from the Inter American University of Puerto Rico.
